S Pass

For new applications in September 2026, qualifying fixed monthly pay starts at SGD 3,300 outside financial services and SGD 3,800 in financial services. The requirement increases with age. Higher new-application thresholds start in January 2027.

Employment Pass

The starting qualifying salary is SGD 5,600 outside financial services and SGD 6,200 in financial services, increasing with age. COMPASS and other eligibility requirements also apply.

Work Permit and the pay example

A Work Permit has no general qualifying salary threshold, but eligible sectors, source countries and employer quotas restrict access. The SGD 2,000 nursing advertisement shown here does not prove S Pass eligibility. Obtain the actual pass type and declared fixed salary from the employer.

Identify the correct pass

An Employment Pass and an S Pass have different criteria. Your employer or appointed agent applies, so clarify the intended route before accepting.

Wait for approval and issuance

Follow the in-principle approval instructions and complete the steps for pass issuance. Do not treat a submitted application as permission to begin work.

Staying longer

Permanent residence is a separate, discretionary application. Holding an Employment Pass or working in Singapore for a number of years does not guarantee it. Family-pass eligibility also has its own conditions.

An Employment Pass is not general permission to freelance for any client. If you want side projects or overseas remote work while living there, check the permitted activities under your exact status.

Rent is the biggest adjustment for many newcomers. A room in a shared flat and a private apartment are very different budgets. Singapore combines efficient public services with restrictions on expression and assembly. Work-pass conditions can also limit side work and affect your options after employment ends. Keep your own copy of the contract and ask how termination, notice and medical cover work.

Questions about working in Singapore

Is S$5,600 enough for an Employment Pass?

That is only the current base for the youngest applicants outside financial services. The threshold rises with age, and other criteria including COMPASS can apply. Ask the employer to assess your actual profile.

Is the minimum changing?

MOM has announced higher Employment Pass base thresholds for new applications from January 2027. An offer planned for next year should be checked against the rules for that application date.

Would an S Pass be easier?

It is a different route, not simply a cheaper Employment Pass. Salary, employer quotas and levies apply. Ask which pass the company intends to sponsor and why your role qualifies.

Should I rent a room first?

A room can make the first months more affordable. Check the legal occupancy, commute, deposit and notice period before paying. Avoid a long lease before your work arrangements are confirmed.

Does this salary represent Filipino workers?

The city benchmark does not. For a separate reference, MOM reported a S$4,200 median fixed monthly salary for services-sector S Pass holders in July 2026. That is a specific pass and sector group, not all Filipinos.

Can I take freelance jobs after office hours?

Do not assume your work pass permits additional clients or employers. Establish the pass conditions before accepting paid side work.
