About GSIS
GSIS began operations on 31 May 1937 with a life-insurance programme for government employees. Its role expanded into a broader social-insurance system in 1951. Member loans sit alongside its insurance and retirement benefits.

Ginhawa Go
The former Ginhawa Lite was relaunched as Ginhawa Go in February 2026. It provides short-term borrowing for qualifying government employees, member and net-pay conditions apply.

Member eligibility
Ginhawa Flex
Ginhawa Flex (MPL Flex) combines eligible existing GSIS loans and can provide additional cash. Housing loans are excluded from consolidation.
Minimum requirements
- At least one month of paid personal and government-share premiums; not on unpaid leave.
- No defaulted GFAL account; agency must not be suspended.
- Take-home pay after deductions must meet the statutory minimum. Pending administrative or criminal cases affect eligibility, except qualifying light administrative offences.
- Paid premiums of 1–19 months: up to 1× basic monthly salary, repayable over 1–3 years.
- 20 months to under 3 years: up to 3× salary; 3–under 5 years: 4×; 5–under 10 years: 7×. These bands allow 1–6 years.
- 10–under 15 years: up to 10× salary; 15 years or more: 14×. These bands allow 1–15 years.
Repayment and costs
- Up to 14× basic monthly salary, capped at ₱5 million. The contribution-based limit and existing loan deductions determine the amount available.
Ginhawa Max
Designed to help eligible members transfer qualifying private debt to GSIS. This is not an unrestricted additional cash allowance.

- Up to 19 times basic monthly salary, capped at ₱5 million. Maximum term depends on paid premiums and retirement age.
Policy Loan
Borrowing linked to a member’s GSIS life insurance policy. The policy value and existing obligations affect entitlement.

Repayment and costs
- Up to ₱100,000 per school year. Repayment starts after the five-year study/grace period.
Ginhawa Bike and E-Mobility Loan
A member loan for bicycles, e-bikes and eligible electric mobility devices. Petrol motorcycles are outside this programme.
Minimum requirements
- Active eligible member with at least three years in service and a premium contribution in the previous six months.
- No leave without pay, disqualifying case or non-housing loan default; required net take-home pay must remain.
Documents
- Supplier quotation, or receipt in the member’s name for an eligible reimbursement.
Repayment and costs
- One unit only, up to its actual price and a ₱300,000 ceiling. Paid through 36 salary deductions. The published example for ₱300,000 is ₱9,583.33 monthly.

A GSIS programme for qualifying solar-energy financing. Confirm suppliers, installation coverage and member eligibility.

Available to eligible old-age pensioners. The loan depends on basic monthly pension and must preserve the required net pension.

If you cannot repay on time
Contact GSIS before the payment date with your loan reference, the reason for the shortfall and a realistic payment proposal. Ask which assistance options apply to your account and request the revised dates, charges and total payable in writing. Continue using the agreed schedule until the company confirms a change.
